We saw some of this earlier in Patch 5.3 when low level miners could mine nodes in Pandaria and get fragments.
The amount of ore you'll get is determined by your skill level. You can now harvest mineral nodes without a required skill. There are leveling improvements for miners.Does not need to be equipped, found in Spires of Arak. Peon's Mining Pick: Allows faster mining in Draenor.
